Five in a Row for Quarrier Boys

NewDRLogoThe Dell Rapids Quarrier won their fifth game in a row after a 77-55 victory over the Tri-Valley Mustangs.  The Quarriers also honored their seniors prior to the game on Friday, February 2nd at Dell Rapids High School.

Tri-Valley was able to get the first field goal of the game two minutes into it on a three-point shot by Dylan Huwe.  Dell Rapids was held scoreless until the 5:06 mark.  Mason Schmidt made one-of-two free throws to put the Quarriers on the board.  Schmidt gave Dell Rapids the lead on a three-point basket with 4:23 left in the first quarter.  Dell Rapids never trailed from that point in the game.  The Quarriers led 16-11 after the first quarter.  Dell Rapids extended their lead to 14 points by halftime at 39-25.  The Quarriers added to their lead in both third and fourth quarters.  Dell Rapids led 57-39 after the third quarter and then outscored Tri-Valley 20-16 in fourth quarter for the win.

Three players finished in double figures led by Jeffrey Schuch.  Schuch finished with a double-double scoring 19 points, pulling down 13 rebounds, and had four blocked shots .  Schmidt had 18 points.  Logan Heim tallied 11 points and had eight rebounds.  Carson Rentz and Elijah Story both had five assists in the game.

Dell Rapids (11-4) will travel to Mt Vernon to play the Mt Vernon/Plankinton Titans on Tuesday, February 6th as part of a girls and boys double header.

The 2017-2018 seniors are Carson Rentz, Ethan Faux, Elijah Story, Mason Schmidt, Jeffrey Schuch, and Caleb Kirschenmann.

 

 

Quarrier Girls Bounce Back with Dak-12 Win

NewDRLogoThe Dell Rapids Quarrier girls basketball team got back into the win column with a Dak-12 Conference win against Tri-Valley on Friday, February 2nd on Senior Night.  The Quarriers won 45-39 over the Mustangs at Dell Rapids High School in the final regular-season home game.

After a slow start and being held scoreless for the first three and a half minutes, the Quarriers offense got rolling and took a 13-9 lead after the first quarter of play.  Dell Rapids pushed their lead to eight points at 21-13, but the Mustangs outscored Dell Rapids 6-1 over the final 2:30 of the half to cut the lead to 22-19 by halftime.

Tri-Valley cut the lead to 28-27 with 4:00 to play in the third quarter.  Dell Rapids held the Mustangs scoreless the remainder of the quarter and push their lead back to four points at 31-27 heading into the fourth quarter.  Tri-Valley scored the first four points of the fourth quarter to tie the game at 31-31.  Emma Paul pulled down an offense rebound and scored to give the Quarriers a 33-31 lead with 6:15 to go in the game.  Dell Rapids then went on an 8-1 run to lead 41-32 with 3:40 to go and held on down the stretch for the win.

Paul led Dell Rapids with 16 points.  Regan Stone added six points.  Aspen Hansen, Kaylee Hennen, Sydney Stofferahn, and Arial Hoffman all had five points each.

The Quarriers (10-5) will play Milbank Area on Saturday, February 3rd in Madison at the Dak-12/NEC Classic.  The game will be played at 4:00 p.m. in the auxiliary gym.

The 2017-2018 seniors are Tiffanie Dorale, Kaylee Hennen, Regan Stone, Sydney Stofferahn, Kali Graham, and Arial Hoffman.

Big Plays Seal 2OT Victory for Cardinal Girls

DRSM LogoAdyn Heinricy made a big three point shot to give the St Mary Cardinals a four-point lead, and Maddie Schwebach made four free throws down the stretch to help St Mary to a 60-55 double-overtime win over the Arlington Cardinals on Friday, February 2nd at St Mary High School.

St Mary held a slight two-point lead after the first quarter at 14-12.  Ella Heinitz paced St Mary with eight points in that first quarter.  Neither team was able to get a bigger lead than six points in the first half.  St Mary continued to lead at the end of the second quarter at 25-21.

St Mary pushed their lead to nine points in the third quarter at 34-25, but Arlington went on a run to close the game to a point at 34-33.  St Mary responded with a 4-0 run to close out the third quarter and led 38-33 heading into the fourth quarter.  Arlington did not go away quietly.  Arlington made back-to-back three-point shots, the second coming with 1:25 to go, to tie the game at 43-43.  With the game tied 45-45, St Mary had two attempts to win the game in the final seconds that did not fall.  The defenses held tough in overtime.  The two teams were tied 49-49 when St Mary was called for a shot clock violation, and Arlington missed a shot at the buzzer.  Heinricy and Schwebach helped lead St Mary to victory scoring seven of the 11 points in the extra session for the win.

Two players finished with double-doubles for St Mary.  Schwebach led the way with 23 points and 15 rebounds.  Sydney Cook added 13 points and 17 rebounds.  Heinitz finished with 15 points.  Arlington was led by Marissa Backer with 14 points, Jeryn Christensen had 12 points, and Jayna Haufschild had 10 points.

St Mary (7-9) stopped a two-game skid with the win and will host Gayville-Volin on Monday, February 5th.  The game can be seen on Big Sioux Media.

 

Quarrier Wrestling Team Goes 2-3 on the Week

NewQuarrierLogoThe Dell Rapids Quarrier wrestling team participated five duals on two nights during the week.

Dell Rapids dropped both duals in Canton on Tuesday, January 30th.  Canton defeated Dell Rapids 64-18, and Vermillion beat Dell Rapids 48-35.

The Quarriers then participated in a quadrangular at West Central High School on Thursday, February 1st.  Dell Rapids went 2-1 in their dual matches.  The Quarriers beat West Central 40-32, beat Adrian Area 42-19, but lost to McCook Central/Montrose 45-24.

Dell Rapids will travel to Sioux Falls Lincoln High School for a triangular with the Patriots and the Sioux Falls Roosevelt Rough Riders.  This will be their final night of competition prior to the Region 1A tournament on Saturday, February 17th in Dell Rapids.

Arlington Uses Two Big Quarters for Win

DRSM LogoThe first and fourth quarters for the Arlington Cardinals proved to be enough to earn a 74-52 win over the Dell Rapids St Mary Cardinals boys team on Thursday, February 1st at Dell Rapids St Mary High School.

Arlington started the game on a 7-0 run in the first 2:05.  The run continued throughout the rest of the first quarter as Arlington led 24-7 at the quarter break.  They continued to lead St Mary by 17 points at 28-11 with 6:24 left in the first half.  St Mary started to close the gap at that point.  St Mary closed out the first half on a 15-11 run to cut the lead to 13 points a 39-26 at halftime.  St Mary continued their run in the third quarter.  St Mary outscored Arlington 22-16 to get the game within single digits at 55-48.  Arlington then made their second big run of the game.  They went on a 9-0 run in the first 2:11 of the fourth quarter to extend their lead to 64-48.  Arlington continued to stifle St Mary.  St Mary only scored four total points in the fourth quarter as Arlington pulled away for the Dakota Valley Conference win.

Two players finished in double figures for St Mary.  Connor Libis had 20 points and three rebounds in the game.  Max Herber finished with 15 points and six rebounds.  Luke Brown tallied eight points, and Weston Geraets added four points.  Arlington was led by Will Parry with 26 points, Scott Sampson with 18 points, and Devon Heuer with 12 points.

St Mary (8-6) will play McCook Central/Montrose in Salem on Saturday, February 3rd.  This is a make-up date from a postponement earlier in the season.

Eddie! Eddie! Price Hits Game-Winner for Quarrier Boys

DRvsFlan_BBB_1-30-18With the shot clock and game clock winding down, Eddie Price hit a shot just beyond the free-throw line to give the Dell Rapids Quarriers a 53-51 win over the Flandreau Fliers on Tuesday, January 30th at Dell Rapids High School.

The Quarriers found themselves in a hole early in the ball game.  Mason Schmidt sunk a three-point shot from the right wing to start the game.  The Fliers, however, responded with 16-0 run and led 16-3 with 3:15 to go in the quarter.   Dell Rapids got the score to 18-11 with about a minute to play.  Flandreau then closed out the quarter on a 5-0 run and led 23-11.  The second quarter flipped for the two teams.  The Dell Rapids defense held Flandreau to just eight points while the offense scored 18 points.  Dell Rapids cut the lead to 31-29 by halftime.

Dell Rapids scored the first five points of the third quarter and regained the lead at 34-31 with 7:25 to go.  The Fliers responded with their own 5-0 run to go back in front 36-34.  The lead grew to 41-37 with 4:00 to go in the quarter.  The Quarriers ended the third quarter on an 8-2 run to lead 45-43 heading into the fourth quarter.  Neither team scored until Logan Heim made a right-handed layup with 5:45 remaining in the game.  Heim made another layup with 5:08 to go to give Dell Rapids their largest lead of the night at 49-43.  Nathan Cloud made a three-point shot with 4:34 to go to cut the lead to 49-46.  Jeffrey Schuch responded with a basket from the free-throw line with 4:18 to go giving Dell Rapids a 51-46 lead.  Connor LeBrun capped a 5-0 run with a three-point basket with 1:37 to go tie the game at 51-51.  After a Dell Rapids turnover, LeBrun missed a driving shot from the lane that was rebounded by Heim with about :36 to go.  The Quarriers held on to the ball to get as late of a shot as possible.  Carson Rentz took one dribble from the right wing to the elbow drawing a double team.  He threaded a beautiful pass to Price who was wide open just beyond the free-throw line.  Price took the wide-open shot and knocked it down as time expired on the shot clock and with :03.4 on the game clock.  After a series of timeouts, Dylan LeBrun launched a shot from just beyond half court that was no good for Flandreau.

Drew Van Regenmorter had a big game for Dell Rapids.  Van Regenmorter finished with 16 points to lead the team.  Schuch added 12 points, 16 rebounds and six blocked shots.  Rentz and Schmidt both had four assists each.

Dell Rapids (10-4) will host Tri-Valley as part of a girls and boys double-header on Friday, February 2nd.  Seniors will also be recognized at Senior Night between the girls and boys games.  Both games can be seen on Big Sioux Media.

Cardinal Boys Win Overtime Thriller

DRSM LogoThe Dell Rapids St Mary Cardinal boys got back in the win column in an exciting way on Tuesday, January 30th.  The Cardinals won in overtime over the Gayville-Volin Raiders 58-53 at Dell Rapids St Mary High School.

The two teams went back and forth throughout the entire first quarter.  The first quarter ended with a 15-15 tie.  The Cardinals opened the second quarter on a little 7-2 run.  St Mary led 22-15 with about 6:30 to play in the first half.  After the Raiders pulled within a point at 22-21, St Mary responded with five quick points to push the lead back to six points at 27-21.  The half ended with St Mary leading 33-27.

The third quarter proved to be a tough offensive quarter for the Cardinals.  St Mary was held to just four points, and the Raiders closed the gap at 39-35 by the end of the third quarter.  The drought continued early into the fourth quarter for St Mary.  The Raiders scored the first five points of the fourth quarter and took the lead 40-39.  The two teams traded points throughout much of the fourth quarter.  The game was tied 48-48 with under a minute to play.  Connor Libis hit a tough tear-drop shot from the middle of the lane with :45 to go to give St Mary a 50-48 lead.  Tristan Gustad hit a layup from the baseline with :27 to go to tie the game at 50-50.  Libis got a clean look at the hoop from the free-throw line with about :04 to go, but his shot rolled off the rim.  Max Herber got a hand on the ball to try to tip in the winning shot at the buzzer, but it was no good.  The two teams headed to overtime tied at 50-50.

Drew Wood gave the lead to St Mary with two made free throws with 3:38 to play in overtime.  Neither team scored over the next two minutes of overtime.  Libis made two free throws with 1:08 to extend the Cardinal lead to 54-50.  The Raiders made a three-point shot with just under a minute to play to make the score 54-53.  Libis made about a six foot shot from the baseline to extend the lead to 56-53.  After a missed shot and rebound by Weston Geraets, Luke Brown was fouled with :07.7 remaining.  Brown made both free-throws to seal the win at 58-53 for the Cardinals.

Libis led the team with a game-high 32 points.  Herber and Brown both finished with seven points in the game for St Mary.

The Cardinals (8-5) will host the Arlington Cardinals on Thursday, February 1st.  The game can be seen on Big Sioux Media.

Huskies Keep Cardinal Girls at Bay

Big spurts in the first and third quarters for the Bridgewater-Emery Huskies led them to a 64-51 win over the Dell Rapids St Mary Cardinal girls basketball team on Monday, January 29th at Emery.

With the game tied 7-7 early in the first quarter, the Huskies went on their first big run of the game. Bridgewater-Emery closed out the first quarter on a 12-1 for a 19-8 lead after the first quarter of play. The Cardinals cut the lead down to six points about midway through the second quarter, but the Huskies ended the first half leading 32-22. St Mary opened the third quarter on a 14-4 run to pull within two points at 36-34, but once again Bridgewater-Emery closed out a quarter with a spurt. The Huskies closed out the third quarter with a 13-6 run to extend their lead to 47-39. St Mary couldn’t quite find the run needed in the fourth quarter, and the Huskies outscored the Cardinals 17-12 for the win.

Sydney Cook finished the game with 17 points and 11 rebounds. Maddie Schwebach added 14 points, and Ella Heinitz collected 12 points.

St Mary (6-9) will start a three-game home stand when they host the Arlington Cardinals on Friday, February 2nd.

2018 SD Legislative Sessions – Dan Ahlers Week 3 Update

dan_ahlersGreetings from Pierre. This week, I will provide an update on a few of the bills that I am bringing this session as well as an update on the Appropriation budget hearings.

Last week, I talked about HB 1089, which repeals the SD Certified Beef Fund. Some members of the agricultural community reached out this week and wanted to salvage this underutilized program. In the spirit of cooperation, I recommended to the committee we hold of action on this program for 1 year. During the summer, we will look at ways to improve the current program and sources of funding. Last year, the legislature voted (which I opposed) to sweep $100,000 from this fund to balance the state budget. The fund sweep left the current balance in this fund at $564.05.

On Thursday, HB 1076 passed out of House Taxation by a vote of 13 to 1. This bill will give townships the ability to use their current tax levy for fire protection to include emergency medical services. Many of our local townships had been supporting ambulance services until a judge ruled that it violated state law. I was approached by the President of the Minnehaha Towns and Township Board to sponsor this bill to fix the problem. This bill does not raise taxes, but it allows more flexibility and control at the local level.

In Appropriations, we continued state agency budget hearings. We reviewed budgets for the Department of Corrections, Military and Veterans Affairs, Health and Human Services and the Attorney General’s Office.

Despite the Governor’s criminal justice reform initiative, prison populations continue to grow. We are near or at capacity in all of our prison facilities. In order to help address some of the challenges facing our corrections system, the Appropriations Committee will recommend the department go through the LEAN process. The LEAN approach is aimed at waste minimization. The goal is to improve the process used to release and integrate non-violent offenders back into the population and reduce the recidivism rate. The Appropriations Committee has recommended that other departments like BIT and the Department of Revenue complete this process. The results have been encouraging. Each of these departments has improved its customer service and shown an increase in productivity without increasing costs.

Humans Services provided their annual report on provider reimbursement rates for community-based service providers. This year’s appropriation was intended to get providers to 100% of cost. Unfortunately, it appears this reimbursement rate scale is flawed. Providers, like nursing homes, still struggle to pay competitive wages and keep up with rising health care costs. Many nursing homes are contracting with temp-labor agencies to fill vacant positions. Due to low Medicaid reimbursement rates, many nursing homes are turning away high risk patients. Many of these patients end up in facilities out-of-state and away from their families.

The Attorney General’s Office gave a positive report. Last year, the AG forecasted increased costs and the need for additional staff due to reporting requirements from Marsy’s Law. In this year’s budget, Jackley recommended a reduction in spending authority and staff because Marsy’s Law did not have the anticipated increased expenses. Jackley also recommended that we reinstate the Governor’s proposed cuts to Elder Abuse Task Force. The Governor’s cuts include one prosecutor and one investigator. These positions are needed due to an increase in elder fraud cases. This program has been highly effective and in 2017 resulted in restitution of $232,476 from convictions.

2018 SD Legislative Sessions – Tom Pischke Week 3 Update

Pischke_2017The South Dakota Legislature concluded its third week of session Thursday.  Below are some of the notable bills currently being considered.

SENATE BILLS

•SB 67 expunges the criminal record of sex trafficking victims under the age of 18. Minors who are found to have been a part of a trafficking ring may apply to the court for expungement provided they did not engage in other criminal activities. SB 67 passed both Senate Judiciary and the Senate floor unanimously.

SB 56 changes the eligibility and requirements for disabled and elderly individuals to receive refunds for sales tax and property tax. This bill contains an emergency clause and it passed Senate Appropriations and the Senate floor without opposition.

•SB 11 changes the time frame in which a ballot committee may submit their proposal to LRC. This bill passed Senate State affairs with one no vote and passed the Senate Floor 30-3

•SB 10 provides a solution in the event there are two ballot measures in conflict with one another in the same election year. While a Constitutional Amendment would still supersede a change in statute, if two laws conflict the one with the most votes would be the winner. This bill passed both Senate State Affairs and the Senate floor without opposition.

•SB 9 would require a fiscal note, compiled by LRC, to accompany both initiated measures and constitutional amendments to determine the cost or lack thereof to the state upon passage. This bill passed Senate State Affairs 7-2 and Passed the Senate Floor 29-6

•SB 79 would allow independents to sign nominating petitions for candidates. Current law only allows members of the candidate’s party to sign nominating petitions. This bill passed State Affairs with no opposing votes and it passed the Senate Floor 24-10.

HOUSE BILLS

•HB 1058 removes the requirement for the superintendent of the South Dakota School for the Deaf to be proficient in sign language. The reason for this change is that the School for the Visually Impaired and the School for the Deaf have now been combined. This bill passed House State Affairs unanimously and passed the House Floor with two no votes.

•HB 1103 requires State agencies to properly display the Great Seal of South Dakota. This bill contains provisions to protect satirical renderings to remain consistent with the First Amendment. This bill passed House State Affairs with no opposition.

•HB 1032 Exempts credit unions from the requirement to licensed real estate brokers. This bill passed House Commerce and Energy with no opposition and passed the House Floor 46-19.

•HB 1081 removes the sunset clause for the non-meandered waters laws.  This bill passed the House Floor 51-12.

•HB 1100 requires a printed name to go along with a signature on all public contracts. The reason for this change is a public contract involving an illegible signature. This bill passed State Affairs unanimously and passed the House Floor with only one no vote.

•HJR 1001 would change the current law regarding legislator pay and amend the Constitution to make it one fifth of median South Dakota pay.  This was vigorously debated on Thursday, January 25th.  I voted No on the bill but it still passed the House Floor 38-26.
