5th Grade Living History Fair at DR Middle School

The annual Dell Rapids Public 5th grade “Living History Fair” will be held on Wednesday, March 4th, from 9:00-10:00 a.m. and again from 3:30-4:30 p.m.  The 5th grade classes invite everyone to join in the celebration of their hard work, time and effort preparing for this event.

Students will have visual boards and will be dressed in costume.  Donating coins into the students collection jar will bring them to life as they share a little piece of history and how their historical person impacted American history.  All of the money collected by the 5th grade students in their jars will be donated to a charity of the student’s choosing, which will be decided upon at a later time.

The event will be held in the Dell Rapids Middle School commons area.

Dell Rapids Student to Serve Over Spring Break

ORANGE CITY, Iowa—Megan Timmer is one of 183 students from Northwestern College who will travel across the United States and overseas for the college’s annual Spring Service Projects (SSP) Feb. 28 through March 9.

This year’s teams will serve at 14 sites. International destinations include the Netherlands, Haiti and Nicaragua. In Amsterdam, students will live and work at two Christian youth hostels, sharing their faith with guests from around the world. The team in Haiti will teach children and provide manual labor, while those in Nicaragua will do construction work, distribute food and help lead a vacation Bible school in the impoverished area of Bluefields.

Teams in the U.S. will travel to Minnesota, California and throughout the South. A new U.S. partner for Northwestern College is Mount Olive Ministries, a Christian community development organization in Mount Olive, Miss. Students on that SSP team will serve as classroom, after-school and writing workshop tutors. They will also paint, do manual labor and help with office projects.

In Minnesota, one group will join Urban Ventures in Minneapolis, where they will conduct three health fairs, participate in work projects, serve as tutors, and help with a street patrol ministry and youth events. Another team will travel to the Grand Portage Indian Reservation, where they will interact with community members, and spend time in Duluth, assisting a Habitat for Humanity renovation project.

In California, students will partner with Emmanuel Reformed Church of Paramount, Calif., to paint homes and build relationships in a nearby gang-ridden community.

Additional U.S. service opportunities include tutoring and recreational programs in Jonesboro, Ark.; home repair in the Appalachian community of Annville, Ky.; after-school programs and construction projects in New Orleans; and construction, tutoring and community cleanup in Opelousas, La.

Still other Northwestern students will assist with after-school programs, home visits and a thrift store in Cary, Miss.; volunteer in local schools and after-school programs in Jacksonville, Fla.; and serve with a ministry to ex-prisoners in Lindale, Texas.

Timmer is a senior and an art/graphic design major at Northwestern College. She will serve with United Christians International in Haiti. Timmer is the daughter of Rick and Julie Timmer of Dell Rapids.

Northwestern College is a Christian college of more than 1,200 students in Orange City, Iowa. Dells FFA Chapter “Goes All Out”

2015NationalFFAWeekEach year, FFA chapters around the country celebrate National FFA Week. The week-long tradition began in 1947 when the National FFA Board of Directors designated the week of George Washington’s birthday as National FFA Week in recognition of his legacy as an agriculturist and farmer. The first National FFA Week was held in 1948. Today, FFA Week always runs Saturday to Saturday and encompasses Feb. 22, Washington’s birthday.

This year National FFA week will be held February 21-28 and the theme is Go All Out. FFA asks its members to Go All Out as they live their lives. All agriculture students need to have courage and conviction in making choices that will lead to success for themselves, their schools and their communities. Members need to motivate themselves and put everything they have into everything they do. They need to be determined, know no bounds and take action.

National FFA Week is an opportunity for FFA members, alumni and sponsors to advocate for agricultural education and FFA. It’s a time to share with local, state and national audiences what FFA is and the impact it has on members every day.

Today’s FFA members are the innovators and leaders of tomorrow. Through agricultural and hands-on learning, they are preparing for more than 300 career opportunities in the food, fiber and natural resources industry.

The activities planned by the Dell Rapids FFA Chapter will consist of a scavenger hunt for various FFA symbols in the high school and a trivia question related to the FFA on Monday.   The activities for Tuesday will be drive a tractor to school and a new FFA trivia question. The FFA chapter will provide muffins for the high school staff members as a sign of appreciation for all they do to support the program, a dirty vehicle contest and another FFA trivia question on Wednesday. On Thursday, a short activity will be conducted during a pep rally along with another FFA trivia question. To finish out the week, agriculture Olympic games will be set up in the shop for agriculture students to compete in and a final FFA trivia question.

Rezone Request Passes 2nd Reading

ReZoneRequest_2-2-15Ordinance 816, Rezone Request for 608 E 6th St, passed the second reading during the Dell Rapids City Council meeting held on Tuesday, February 17th.  The request is to have the property owned by Paul Roemen to be rezoned from an R2 Two Family Attached Residential to a B2 General Business District with the intent to sell the property to an interested buyer.  After the sale of the property, the intended use for the property is for a contractor’s shop.

Chris Gross, a Dell Rapids resident that lives in the neighborhood, was in opposition of the rezone request and said, “I’m opposed to it.  We take great pride in our home.  We restored it.  We have received an award from the historical society for the preservation of it.  It to me is encroaching on a historical neighborhood in town that should be respected and kept in tact as such.”

After hearing other residents speak for and against the rezone request, the council held more discussion on the matter.  Councilman Mark Crisp asked Councilman Chad Andrews why he was not in favor of this rezone.  “Chad, let me ask you this…you were the only one on this board supporting Argonne doing what they were doing.  Now you are sitting here opposing….same thing.   You were the only one supporting that at that time, so what’s changed your mind?”

Andrews responded, “They were going to run a business out of a stone structure that they could afford to maintain…one person.  They weren’t going to build a shop.  They weren’t going to store equipment on it.  I look at it as I would have loved to live next door to that because I know they were going to maintain it.  Here…who knows what could happen.  We rezone this lot, like he said, anybody could buy it after they want it and do whatever the heck they want with it as a B2, and there’s no stopping them.”

Crisp made the motion to pass the second reading of the rezone request.  Councilman Paul Miles seconded the motion.  The rezone request passed by a 5-3 vote.  Councilmen Andrews, David Sommerfeld, and Craig Lauritzen voted no.

Even though the council passed the second reading, residents still have an opportunity to stop the rezone from happening.  If 40% of the property owners within 250 feet of the property are opposed, they can bring a protest to the council.

Dell Rapids School Board Approves 2015-2016 School Calendar

The Dell Rapids School Board approved the 2015-2016 school calendar during their regular meeting on Monday, February 9th.  Superintendent Dr. Summer Schultz presented the recommended calendar to the board for discussion.

She said, “As you know, I work with the Superintendent’s Cabinet.  We have mixture of high school, middle school, elementary…very aware that for high school folks there’s still some growing pains getting used to not having the semester end at Christmas break time.  However, the cabinet by the end of weighing the pros and cons of everything, this is the agreement that we came up with to recommend.”

Schultz and the cabinet held discussions with Mt. Marty to make sure the students enrolled in the online dual credit classes that are in collaboration with Mt. Marty would be able to still participate in the program with the school calendar ending the first semester on January 15th.

“We have been able to give the okay to extend our semester a little bit differently so that those students will still be able to participate.  Because that is one aspect that I don’t think if you don’t have a high school kid, you don’t understand that part of it.  That’s a big chunk of kids that we were worried about.  We’re able to be comfortable now knowing that they (Mt. Marty) will work with us even with having our semester end on the 15th,” Schultz mentioned.

Schultz also told the board that the high school finds it very important to have semester one and semester two even with each other.  However, with block scheduling, to have the first semester end by Christmas time, the school year would have had to start around August 20th, and then have no breaks.

“You’ll find some schools are starting a bit later this year, but they’re still getting out at Christmas time with semester one.  With a block schedule that doesn’t work if you say have kids competing for scholarships and things and you have five less days in semester one, which actually is 10 less days in a block schedule.  So that was kind of a non-negotiable our high school staff told me.  Therefore, in order to get semester one done by Christmas break, we needed to start by about the 20th, and then there were no breaks.  There was no Wednesday before Thanksgiving, there was a short Christmas break, there was no day after conference, which are things that the staff really did like, hence we decided on still not ending semester one at Christmas time,” Schultz explained.

The 2015-2016 school year will begin on Wednesday, August 26th, and will end on Wednesday, May 25th.  Graduation is scheduled for Saturday, May 21st.  The school calendar also features a spring break at the end of April.

Schultz said that there are 173 student-contact days and 178 staff days, and the semesters are as even as they possibly could be.  The board approved the new calendar unanimously.

Future Road Construction Could Create Problems for Dell Rapids

City Administrator Justin Weiland presented to the Dell Rapids City Council during their regular meeting on Monday, February 2nd, that future road construction projects in Dell Rapids could have impact on Dell Rapids streets.  Road construction will begin on Hwy 115 between Quarry Road and 248th St (Colton turnoff) in 2016.  However, in 2017, if plans are not changed, streets in Dell Rapids could be heavily traveled.

Current South Dakota Department of Transportation (DOT) 2017 plans include continuing Hwy 115 construction from Quarry Rd north to the 4-way stop intersection.  The intersection and bridge will be torn up for construction.  Motorists will be able to travel west towards Interstate 29 through the construction zone with the aid of pilot cars.  However, SDDOT is also considering adding the Dell Rapids I-29 interchange to the current 2017 construction plan.  The south-bound on-ramp would not be accessible in this plan, meaning that even though motorists could head west from Dell Rapids during the Hwy 115 construction, they could not get onto I-29 to head south to Sioux Falls.  With the interstate exchange potentially not being accessible and with the portion of Hwy 115 already planned for construction between the 4-way stop and Quarry Road, the only way to get to Sioux Falls for Dell Rapids residents would be to travel on Garfield Ave to Centennial, accessing Hwy 115 at that point.

Weiland mentioned that the SDDOT added the interstate exchange plans to the 2017 plans since Hwy 115 will already be under construction.  Weiland also mentioned that even though the SDDOT added the project, the bridge still has a few years of life expectancy left, and the project could be pushed out a few years.  Weiland made the suggestion to the council to approach the DOT and ask them to push the interstate exchange project to a later date to help with the wear and tear on roads.

Councilman Mark Crisp agreed with the ask.  He said that closing down Hwy 115 as well as the interstate exchange would pretty much paralyze all the businesses out by the interstate.

Rezone Request Met with Opposition

ReZoneRequest_2-2-15The Dell Rapids City Council held the first reading for Ordinance 816, Rezone Request for 608 E 6th St, during their regular meeting on Monday, February 2nd.  The request is to have the property owned by Paul Roemen to be rezoned from an R2 Two Family Attached Residential to a B2 General Business District.  The request was made with the intent for Roemen to sell the property to an interest party with the intended use for a contractor shop.  The property is an empty lot located next to Romen’s old Napa building.

“That property probably isn’t really good for residential because of the quartzite and the sewer.  There is no sewer there.  The only way you can probably get sewer there is to blast rock to get it in there properly.  It’s a good piece of property and adjacent to what’s there now would make it a better piece of property for somebody who wants to expand.  That’s what we would have did if we would have stayed there,” said Roemen.

The request was met by opposition from concerned residents.

One resident said, “One nice thing about that neighborhood is that it’s an established neighborhood….I understand that you have good intentions for that commercial lot, but if in 10 years if you were to sell that, you can’t guarantee what that person is going to use that lot for, and I don’t want to lose that part of the neighborhood.”

Another resident mentioned, “I don’t want to make waves, but I know the city is pushing with the planning people that do all the building and property, and we have two industrial parks the city is really pushing on…one being on Garfield and Centennial and the other out by the interstate.  I don’t know why we need to push commercial deeper into residential when we have two communities that the city is legitimately trying to push exactly what you’d like to do out there.”

Despite the opposition from some of the residents that live around the property, Councilman Gary Haak said, “If you look at Beach Ave and 6th St, that is another property kind of identical to what this is where there is rock where you can’t really build a home or anything like that.  That is a commercial business and is in residential and is a brand new building going up there.  It’s another business, it’s a commercial business, and it’s right in the middle of residential that we approved a couple of weeks ago.  And I see this property being the same.  This is closer to the truck route, it’s closer to the other businesses, and he’s adding on to it.  I see no reason why it can’t be a building.”

Haak also made the motion to accept the rezone request.  Councilman Mark Crisp seconded the motion.

Councilman Chad Andrews said, “I want to point out that we are working this land down south.  Perfect opportunity here to work with a purchaser…light industrial, not even a conditional use – permitted use, contractor shop slash storage.  We spent a million dollars putting sewer in, and now we have a buyer that’s looking to buy land.  Yeah, it’s got a building on it, but I think we could do something south of town a little better.  I feel that pushing into the residential area, like they said, where do you stop?…..basically we’ve turned it into a miniature business district with a bunch of houses in the middle.”

Andrews asked for a roll call vote.  The motion to approve the first reading passed by a 4-2 vote with Andrews and Councilman David Sommerfeld voting no.  Councilmen Craig Lauritzen and Paul Miles were absent.

Dell Rapids School Board Meeting: 2/9/15

The Dell Rapids School Board will meet at 7:00 p.m. on Monday, February 9th, in the MS/HS DDN Room.  After the approval of the agenda, the school board will enter into two executive sessions.  After the executive sessions, the board will resume regular session.  Some of the items on the agenda include the consent agenda, discussion on the district surplus building auction, 2015-2016 calendar approval, and the administrative reports.  The full agenda can be found by clicking here.

DRPS Strategic Planning Committee Seeking Help for 5-year Strategic Plan

The Dell Rapids Public School Strategic Planning Committee is creating a roadmap for success.  They are asking stakeholders of the school to determine what “success” means at a district level.  The committee is creating a 5-year strategic plan.   The committee would like to have the following questions answered by all stakeholders of the district:

  1. What issues will Dell Rapids Public Schools have to address over the next five years in order to provide the highest quality education to its students?
  2. What are the most important skills students will need as they live and work in this century?
  3. What standards do you use to evaluate the quality of education at Dell Rapids Public School?
  4. What evidence would persuade you that Dell Rapids Public School’s students receive a high quality education?
  5. What priorities should DRPS use in the development of financial plans and future budgets?
  6. As a stakeholder of DRPS, are you satisfied with the district? If yes, why? If no, why not?
  7. What would DRPS have to do to delight you?

The committee is offering different ways for stakeholders to answer the question:

  1. Listening sessions hosted by the committee members at the following:
    – February 10th:  (Boys and Girls Basketball Double Header)- Middle School Commons
    – Monday March 2:  Parent Teacher Conferences 12:00-8:00 PM Middle School Commons & Elementary Pod Commons
    **These listening sessions are not a time to bring in personal or individual issues that should  be dealt with at the building level individually.  The committee members will not engage in complaints regarding personnel, etc.**

Dell Rapids City Council Meeting: 2/2/15
