City Administrator Justin Weiland took time and sat down with Big Sioux Media to give a recap of the Dell Rapids City Council meeting that was held on Monday, July 1st.
City Council Meeting: 7-1-13
The Dell Rapids City Council will meet in regular session on Monday, July 1st, at 7:30 p.m. at the City Council Chamber. Some of the items on the agenda include the first reading of Ordinance 773, a committee report about campers/trailers on the streets, a board update and discussion on the library building project, discussion of a fire pit ordinance, and the administrative report. Construction Projects Continue Through Summer Months in Dell Rapids

City Council: 4/15/13

Dell Rapids City Council Met April 1st
The Dell Rapids City Council met in session Monday, April 1st, and was faced with a full house of concerned citizens wanting to give their input on a couple of the items on the agenda. The first big splash dealt with the Chamber of Commerce request for an outdoor event permit for Quarry Days on June 21st. The permit request is for a ‘concert/entertainment’ to be held at the City Park band shelter with multiple musical groups performing. Members of the Chamber requested a time range from 6:00 pm to 2:00 am, but the council reduced those hours from 8:00 pm to 1:00 am after comments from the public regarding past events of this nature. Most of the concern from the public was on the ‘intoxicating behavior’ of some of the people once they leave the fenced in area. Chamber President, Katie Luttmann, said very tight volunteer control would be put in place to help prevent potential problems. The council did give their approval of this outdoor Quarry Days event. Big Sioux Media will be listing some of the local bands performing once contracts have been agreed upon by the Chamber committee and the groups.
The other topic that brought a lot of discussion and comments from local businesses regarded the ‘council’s passage’ at a previous meeting allowing the closure of the downtown area to parking and traffic for a movie production ‘without asking the opinions of the local businesses’. Dalton Coffey had previously asked and was granted permission for the filming of the downtown area with stores closed on Sunday, April 28th, and no parking in front of the stores. Several businesses objected to ‘how the request was made to the council and passed’ without the businesses knowing about that event permit. It has been determined that the Sunday closure date is now April 21st with the film makers needing to work around some of the businesses that will remain open, such as the movie theatre. The council will be writing a policy detailing the communication and responsibility of notifying businesses and residents of such permit requests before passing them.
Variance Request and TIF Resolution Passed Unanimously
A near-packed city council chambers on Monday night saw the the Dell Rapids City Council pass a variance request for Lamb Properties LLC on behalf of Casey’s General Retail Store. The request allows a variance on the footage in the front and back of the store to be built in the area of Highway 115 and West 3rd. One person spoke out against the passage during the public hearing stating that there were already two convenience/gas stations in that area (T & C Self Service and Cubby’s) and a third one added would just take business away from the existing businesses. The council then unanimously passed the variance.
Also, the council passed a resolution for the creation of a tax incremental financing district #1 for County Fair Foods. The Dell Rapids grocery store will be expanding to the area of Highway 77 and 10th Street with projection of the
multi-million dollar store to be opened before the end of 2013. Previously the Planning Commission approved the plans presented (see the webcast of that meeting on our website under the webcast link), and now that the council unanimously approved the TIF and project plan, the store will need to finalize financing for the project.
In other business, an outdoor event permit was granted for the Chamber’s upcoming Easter Egg Hunt, and an outdoor event permit for a film production crew for the last weekend in April to use the main street area for the filming of a short film. Other routine items and meeting dates were acknowledged including the convening of the Board of Equalization meeting today (March 19th).
