Dell Rapids City Council Meeting: 7/21/14

The Dell Rapids City Council will meet in regular session starting at 7:30 p.m. on Monday, July 21st, at the Council Chambers.  Some of the items on the agenda include Eagle Scout project presentation, second readings and adoption of ordinances 803, 804 and 805, mayor veto, fire pit/smoke nuisance discussion, warming house property update, and the administrator’s report.  The full agenda can be found by clicking here.  After the regular session, the council will enter into an executive session.

Family Dollar Opens in Dell Rapids

FamilyDollarJuly2014The Family Dollar store in Dell Rapids officially opened its doors on Thursday, July 17th, at 9:00 a.m.  The store is located at 301 W 4th Street in Dell Rapids.

The 8,000-squre foot store will be open from 9:00 a.m. to 9:00 p.m. seven days a week.

The Family Dollar in Dell Rapids will make 25 Family Dollar stores in South Dakota.

Dell Rapids School Board Meeting: 7/14/14

The Dell Rapids School Board will meet on Monday, July 14th, in the MS/HS DDN with two full agendas.  Starting at 7:00 p.m., the school board will hold their budget hearing.  Items on this agenda include the proposed 2014-2015 budget and 5-year Capital Outlay Plan along with approval.  Immediately following the budget hearing, the school board will move into their re-organizational meeting.  Items on that agenda include the organization of the school board, an executive session, the consent agenda, appointment of school board members to committees, and review of the Dell Rapids School District policies and procedures.

Speed Limit Increase Proposal to be Vetoed

SpeedLimitIncreaseProposalCity Councilman Gary Haak proposed to raise the speed limit on 15th Street in Dell Rapids during the City Council meeting on Monday, July 7th.

“There is nobody crossing the street, there are no houses across the street from the water tower, there is a sidewalk for kids to walk on and no kids crossing it, and there are flashing lights by the school to drop down to 15 mph,” said Haak during the discussion.

City Administrator Justin Weilaind mentioned, “Turning sight distances (on 15th street) were designed for 35 mph, because the speed limit is 25 mph.  If you raise the speed limit to 35, people will drive 40 or 45 potentially, so you want a 10-mile threshold on that sight distance requirement.    I’d be a little careful about going to 35, because of the sight distances.”

City Councilman Mark Crisp added, “The people of my ward don’t think it’s a good idea, the school doesn’t think it’s a good idea….you know, if it’s the high school, maybe, but it’s our grade school.”

After discussion, Haak made the motion to increase the speed limit to 30 mph on 15th Street.  City Councilman Chad Andrews seconded the motion.  The motion passed by a 4-3 vote, however, Mayor Scott Fiegen stated his intention to veto the action.  Councilmen Crisp, Lee Burggraff, and Paul Miles voted no on the motion.

Library Ground-Breaking Ceremony Held

LibraryGroundBreaking-2The Library addition/renovation project took another step forward with the ground-breaking ceremony that was held on Tuesday, July 8th, at 4:00 p.m.  Past and present library board members, the mayor, city council members, along with many others were on hand to take part in the ceremony.

Library Board President Tom Earley started the ceremony by saying, “We are here to celebrate a significant event to the history of the Dell Rapids Carnegie Public Library.”

“This thing has been a long time coming.  I think as long as I’ve been mayor, we’ve been LibraryGroundBreaking-3working on this project.  This is going to be a fantastic addition to the community.  Want to thank all the people that donated money to this cause,” said Mayor Scott Fiegen.

The Dell Rapids City Council recently voted to provide $360,000 of municipal money to help the library close a gap in funding of the project.  The project is going to add about a 2,000-squre foot addition to the library along with restoration to the current building.

LibraryGroundBreaking-4“All along our main priority has been the renovation of the existing Dell Rapids Carnegie Public Library, making the library ADA accessible to all customers and that will be achieved with the addition of the elevator.  We have also wanted to increase the square footage of the library,” said Earley during the ceremony.

Members of the library board of trustees, Mayor Fiegen, Helen Aspaas, and LibraryGroundBreaking-1current Library Director Brittany Moeller dug the first hole for the ground-breaking ceremony.  Gil Haugan Construction, Inc. began work on the $1.1 million project on Wednesday, July 9th.

The library will be closed Monday, July 14th through Sunday, July 20th, while they move into their temporary location of the old elementary school building.  The library will re-open on Monday, July 21st, on the east side of the building.

City Council Meeting: 7/7/14

The Dell Rapids City Council will meet in regular session on Monday, July 7th, at 7:30 p.m. at the Council Chambers.  Some of the items on the agenda include rezoning request first readings of ordinances 804 and 805, clarification on bid award for the library addition/renovation project, second readings on ordinances 801 and 802, 15th Street proposal to raise speed limit discussion, fire pit ordinance discussion, and the administrative report.

State-wide Texting Ban In Effect

TextingWhileDrivingHouse Bill 1177, “Texting While Driving Ban”, became state law on Tuesday, July 1st.  The ban states that no one operating a motor vehicle on a highway is permitted to use a wireless electronic device to write, send, or read text-based communication messages.  The ban does not apply when:
1) the vehicle is lawfully parked
2) contacting any emergency public safety answering point or dispatch center
3) using the device to write, read, select or enter a telephone number/name to make or receive a phone call
4) using voice operated or hands free technology.

The violation of the texting ban is a secondary offense, meaning that the driver must be pulled over for another violation before being ticketed for texting.  The fine for texting while driving is $100.

Library Project to Move Forward

DRLibraryThe Dell Rapids Carnegie Library project will move forward after a decision made by the Dell Rapids City Council on Monday, June 16th.  During the council’s regular meeting, the council voted to use general fund dollars to offset the gap the library had in their building fund for the addition/renovation project.  The Council approved an amount of $360,000.

Prior to the approval by the council to give the library the amount of money needed to move the project forward, a proposal was defeated that would have loaned the amount to the library over a 10-year period of time.  The vote for the loan was defeated with five ayes and two nays.  A 2/3 majority was needed to approve that proposal.

City Councilman Dave Sommerfeld stated he would be in favor of the acceptance without the loan stipulation on the money.  City Councilman Paul Miles moved to approve the amount without the loan stipulation.  Councilman Mark Crisp seconded the motion.  The motion passed with a 6-1 vote, with Councilman Chad Andrews voting nay.  Councilman Lee Burggraff was absent from the meeting.  The approval of the $360,000 also brought some changes to the original plans.  The SEH contract will be changed to reduce the amount of on-site visits from twelve to six, and attendance at meetings will be teleconference in order to save costs on the project.

Dell Rapids School Board Meeting: 6/23/14

Casey’s Now Open in Dell Rapids

Caseys1The Dell Rapids Casey’s General Store is now open.  Casey’s opened their doors on Thursday, June 19th.  They have a full selection of convenience store items, as well as made-to-order sub sandwiches, pizza, donuts, soft-serve ice cream, and other breakfast and lunch items.  Casey’s will also offer pizza delivery.  There are also eight gasoline pumps.
